Whether Cash Flow statement forms part of Final Accounts of all companies, if not , why?

Under the CA 2013, other than One person companies, small companies and dormant companies, all other companies are required to prepare Cash Flow Statements.... and yes, Cash Flow Statements form part of the financial statements of a Company...
