What is Cascading effect (Sales Tax)?????

Cascading Effect means Moving to the next thing................And regading sale tax its means that if there any amendment in act or rules or whatever & it has cascading effect.
The best example of "CASCADING EFFECT" is VAT Credit as credit of VAT passes to one purcahser to another...............
