i have an invoice in that I booked car hire charges i deduct tds under 194 c
they not charges GST because they not covered under gst
so i can I booked cgst and sgst recoverable and payable while booking an invoice
need suggestion pls help me ?

First of all , RCM- u/s 9(4) is postponed from 13.10.17 to 31.3.2018 ,
Now you are doing business with unregistered dealers then you don't want to pay GST .
Now,RCM -u/s9(3) is applicable.
