Do I want to file return for July to December

yes you have to file return

you have to file nil return whether any transaction is there or not according to Sec 39(8) of CGST act 2017

Yes nil return have to be filed till registration is not surrendered.

Nil Return - Rs 20/day (CGST RS 10 & SGST Rs 10)
Other than Nil Return - Rs. 50/day (CGST Rs 25 & SGST Rs 25)
