Cancellation of GSTIN

Please guide me and inform about the procedure of cancellation of GSTIN..Can I cancel in the month if March itself..No stock in hand...No ITC credit balance...Only balance in cash ledger ( due to TDS credit )....How to claim refund of this cash balance.....

Firstly file refund for balance in cash ledger
after refund received file suo motto cancellation

Generally in how much time refund is expected..suppose it is granted in April ,then I have to file returns till that month ? Cancellation can be done in any month of financial year.?
