Suppose the buyer of property forgets to pay TDS on the property he or she is buying and instead transfers the amount to Seller's account, can the seller pay the TDS imthat case as part of his income ?

TCS is applicable only for sale of motor vehicle above 10lakh. So the seller cannot pay on your behalf plus your at default.
