Yes you can, i dnt think there is any restriction in the Act to issue shares to HUF under Private Placement. The Shares can be registered in the name of its KARTA.

and private placement can be done to non members of the company?

Yes Private Placement can be done to non-members also, provided that the AOA of the Company authorise to issue shares under private placement.
