Can Nil rated goods exported with IGST?

The product is exempt in India and we export the same with IGST even if the goods are exempt. What are the consequences after export of Nil rated goods with IGST?

As such there is no such penalty arises but as per Secrion 127 of CGST Act the proper officer can impose penalty.

And if the proper officer impose the penalty, then what are the ways to settle the transaction without penalty?
Whether Any case laws are there regarding Nil rated goods exported with the payment of taxes in Indirect Tax (including in earlier law,if any)
