I am already submit the itr 3, but I am not verify the same, can I revise the itr before verification

Can't file revised return u/s 139(5) unless return filed u/s 139(1) [on before due date] OR 139(4) [belated return] is verified by you. Original return has to be valid to file revised return.

You can file revised return whether e verification of original return done or not.
