no you cannot file ITR for F.Y. 2016-17.

In case of refund, you can file ITR for AY 2017-18 by application to jurisdiction tax office.

no you can't file.. if u get any notices from IT department regarding non filing of return then you have an option to file by mentioning notice particulars

BUT THEY TOLD " ISSUING OF NOTICE IS NOT UNER HIS JURISDICTION. IT CAN DECIDED BY COMMISSIONER"

As per CIRCULAR 9/2015 [F.NO.312/22/2015-OT], DATED 9-6-2015
You can request for filing returns for six preceding Assesment years.
2017-18 , 2016-17, 2015-16, 2014-2015, 2013-14 and 2012-13.
You can give request letter only if there are refund issues.
If you want for loan purpose then file AY 2018-19 and 2019-20
