As per Current scenario No way for claim the TDS...
In case He get any notices from ITD for NMS or Any complaince then he can go to file his ITR...
Otherwise You can go to contact Your Ward AO with letter...

prepare return and if u are getting refund due to excess tds paid u can claim through delay condonation
