such provision is cover by sec 9(4) of CGST ACT but since Govt has suspended it till 30.09.2018 then no need to do so..

As said by Abhay Gupta Sir, Your said case is covered within the purview of SECTION 9(4) i.e. REVERSE CHARGE MECHANISM (RCM), which by notification by the Government has been suspended till 30.09.2018.
