Can cab owner can file itr4??

Hi all, 

one of my Client has 2 owned cars & he hired 4 drivers under him & he pays rs, 80,000 in total for them.. he has diesel expenses & Repair expenses in additon to salaries .. he kept his cars under OLA and Uber & they deducted TDS on his pan & paid the Watever amounts they have to via bank transfers 

Can he file itr4 under 44ad presumptive income
