Can a private company file AOC4 and MGT7 before holding its AGM?

Should be filed within the period of 30 and 60 days, respectively from the date when the Annual General Meeting

You wont be able to file the form without mentioning the date of AGM.

Can be filed before agm but u need to file approved accounts later also
