Can a reg.dealer charge gst if purchase from composition dlr

Can a registered dealer charge GST from customers on goods purchased from registered composition dealer? For e.g.: Mr A (Composition Dealer) sells goods to Mr.B (Registered Dealer not under Composition) (NOTE: Mr. A did not charge GST from Mr.B. as Mr. A is a composition dealer). Now Mr. B sells these goods to Mr. C (Registered Dealer). So in this case should Mr. B charge GST on goods sold to Mr. C?

Yes, he has to charge GST and pay it to Government, but he cannot avail ITC as he didn't pay GST while his purchase. Mr. C will be able to claim ITC when he sells, because he paid GST while purchasing from Mr. B

Thank you for the reply sir

Most Welcome..........
