Please comment on the question: Can a director can sign on a share certificate which he or she is a receipient?

mostly this is in case of closely held Pvt company. answer is "yes". as they are issued in directors capacity.

Ensure that such director has been authorised by the Board to sign and submit the same.

Yes, but board authorisation is required. Two directors has to sign the share certificate and another authorised signatory is decided by the board. Irrespective of the receipient name.
