No, Service tax audit report can be signed by any auditor of the company like Statutory Auditor, Internal Auditor, VAT Auditor etc but not the company secretary
Company secretary can handle work related to Companies Act and secretarial matter. Under GST the audit work has been assigned to Chartered Accountant or the Cost Accountant.
