That may be the firm policy of not allowing its article trainees to apply for Industrial training. It is good that they are informing you in the begining of your term of commencement of training itself. Now you decide whether you would like to be associated with firm or is your goal all about joining Industrial training.
For your knowledge beware that you can pursue Industrial Training only if you clear your IPCC examination and left with last one year or nine month of articleship to be served.

My firm is not allowing any transfer and industrial training and have imposed these conditions for my joining as an article over there. While another firm is allowing me industrial training in the final year of articleship. What would be your stand in that case?
I want to take industrial training in my final year. Also, can you guide me which place would be better suited for articleship,Chennai or Delhi??

Ask yourself a question as to why you need to do Industrial training at the first place? If the firm where you are going to get trained, provides you ample opportunities to learn, wouldn't that give you satisfaction. The crux during your articleship is the quality of training which should be a recipe for your learning.
You need to identify the firm whether in Delhi or Madras which is likely to provide you with reasonable exposure.
Industrial training is basically a lauch pad for someone to get absorbed into industry and get to know the nuances , technology, culture, industry best practices etc to fit into the stream in the years ahead.
Now you wear a wise hat as to what your instincts suggests and what you wish to endevor in your life. All the very best.
