Hi Can a CA doing practice as a partner in a CA Firm can simultaneously open CA proprietorship firm in his name?

yes , ca in partnership firm can open properitory firm in his individual name but his celling of audit should be limted or otherword his cellling does not exceed as per sec 224 B
