yes of course. you can attempt your exam from dubai at whichever level of ca exam.
becoz our ICAI has chapter in dubai.

can a student register from dubai chapter? can articleship done in dubai? what is the fees if one wants to register from dubai, i coulnd't find any info from dubai icai website. may be we cant register from here, there's only exam centre here. friends plz reply...
