In my opinion, the study material issued by the institute for the New course is really nice. However, if you still wish to opt for another author, Textbook by CA Munish Bhandari is really sufficient for self study.
Yes, the Companies (Amendment) Act, 2017 is relevant from the November 2018 attempt onwards as it was notified in January 2018.
