I am not sure that whether a non-graduate CA can sit for civil services or not.
The extract of academic qualification for Civil Services reads as follow -
- A degree of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be a Deemed University under the UGC Act, 1956, or an equivalent qualification.
- The UPSC may in exceptional cases treat a candidate without the foregoing requisite qualification as an eligible candidate if he / she has passed an examination conducted by other institutions, the standard of which justifies his / her admission in the opinion of the Commission.
- Candidates with professional and technical qualifications recognised by the Government as equivalent to professional and technical degrees.
-
I think that CA will be covered under equivalent qualification or professional qualification equivalent to graduation but i can't say it with surety
ICSI provides that a CS is eligible for being appointed at superior posts under central government, hence CA should also be eligible but the details are not available. I will try to find answer for this.
Anyway regarding pros and cons Civil Services is an excellent career for which CAs, MBAs, MBBS, engineers etc. aspire. It gives you a sort of satisfaction for serving the country. Power and status are also the reasons to choose for civil services.
Regarding cons, a major drawback in civil services as compared to CA can be the monetary issue i.e. a civil servant may not earn equivalent to CA posted in MNC or having good running practice. Civil Services is one of the most competitive exam in the country. Besides this Civil Services require mental toughness. Frequent transfers, undue pressures, job dissatisfaction, distance from family etc. are some issues which may come up in later stages.
The case of Kiran Bedi is a clear example of what you may get in the end from Govt. even if for your entire life you perform your duty with complete honesty and integrity.
Here i am giving few sample links carrying reports for resignations/suicides of IAS with possible reasons which will help you in getting a faint idea about the cons of civil services.

But still the above stories carry no relevance for someone passionate to join civil services like the persons in the links below -

Finally Regarding me...I will be really proud if i got an opportunity to join civil services in future.
If you want to join civil services just as a career then do take advise of others, study your strength and weaknesses, give a thought to above stories, take your time and choose your way; but if you are passionate to join civil service and dream to become a civil servant then dont ask pros and cons for your decision, ignore whatever i have written above, simply go for it and surely one day you will add IAS with your name and even if you dont, still you will have satisfaction that you gave your best for your dream
Best of luck
