I want some clarifications about the conditions for issuing C Form.
"If a buyer (Software Company) purchased a fixed asset (Computer Desktop) from other state (OMS Purchase) means is not trading in that particular product, then is he eligible to issue the C Form for that purchase or not?"

Form C can be used for the purchases of goods which are used in manufacturing whether as input or fixed asset.
In your case, you are software manufacturer so computer are fixed assets for manufacturing for you, so u can purchase it on form C.
