C form in up

Goods sold by A in kerala to B in U.P. but actual delivery is given to C in Maharastra. in this case how Form 38 will be issued to A by B since goods have not entered into UP state. And how form C will be issued to A by B without quoting details of form 38 in Form C. please suggest. thanks
