If purchaser has not provided c form to seller then how the seller impose a penalty on purchaser With interest charged and cst tax amount

This has always been an issue. You can't force any one it will be with mutual consent for making good the loss occurred because of purchaser

The seller can demand the balance CST tax of that sales.
