The company has not carried business activities during the previous year and it has incurred some admin expenses and incurred losses to such extent. Can this loss can be carried forward as business loss?

Yes, The Loss can be carried forward. if this loss is not from speculative business or specified business, then can be setoff from the profit of normal business.
