can I use my branch input tax credit which have seprate gst registration, against my H.O outward tax credit within same state

No you cant owing to separate GST registration.
ISD can distribute credits but only of input service.

No,branch input tax credit can not be used to pay head office tax credit as separate registration is obtained and under gst once separate registration is obtained then entity of same person shall also be deemed as distinct person.
