Kindly let me know whether a board resolution is requried to purchase a fixed asset in case of private limited company

if yes then provide me the format thereof

As a matter of good corporate practice, you can enter it in your minutes.

So it means we are not required if we wish then we do else no matter

That is perfectly right. There is no compulsion because it does not attract any provisions of Companies Act.
