yes it compulsory to maintain it in bound book or in file
if u have loose than get bound it with a period of every six months / year
and yes is must by chairman in next BOD.

Board meeting may be recorded in loose sheets but they need to be bounded within a period of 6 months.
( Department circular No. 8/16(1)/61-PR)
The Minutes must be serially numbered and all other provisions of Section 193 and 194 must be followed.
Minutes have to be signed by either the Chairman of the board or by a Director.
