Whether Bill of Export needs to be filed for supply of Export benefit (Advance License) goods to EOU unit?

yes.for avoid penalty and contraversy of the department as per hbp vol-1, 2009-2014 para 4.24.1is MANDATORY SHIPPING BILL NO. ADVANCE LICENCE BY THE CUSTOM.
