please tel me for migrated dealers below 20 lakhs and they are waiting to cancel the registration and as you all know cancellation is not yet open so please tell whether they have to file nil return or don't file the return..

Yes........ as per present status..... you are require to collect GST (normal dealer)......... and file all the returns as applicable......

But suppose one collects GST & issue Tax invoive , will he be able to cancel RC when FORM REG-29 comes on portal?.

Yes, he should be.......... because after collecting tax he has to pay the same to treasury, so no balance liability would arise. And the cancellation would be based on previous year's turnover.
