No , in the usual course you can not file ITR for FY 2017-2018.
ITR for FY 2018-2019 , you can file upto 31-3-2020 (of course with payment of late fee under 234F , if applicable)

Yes... You can file ITR for FY 18-19 up-to 31st March 2020. With late fee if applicable as per sec 234F...
But, You can't file ITR for FY 17-18 in normal provisions of IT act...

You can file for FY 2017-18 after taking permission for condonation of delay from CIT office.
