Yes a Nepalese Citizen can open a bank account in India,without any formalities.
And he doesn't need RBI permission for the same.

This is really old thread but if someone came here by searching and need help in this regard, below is the process
Attest your Citizenship and get a letter from Embassy.
Get a rent agreement or letter from organization/college as address proof.
Visit bank and open bank account.
