if income 4 lakh and after deduction tax is nil
or salaried is already tds deducted by employer
so
penalty is 1000 rs. compulsory in nil tax return if filling after due date 31 july 2018

Yes... If income is exceeding above 2.5lakhs then filing mandatory...
If not file Your ITR on or before due date then Penalty is chargeable Rs. 5000
Also if not file after due date (from 1st August to on or before 31st December) then penalty will be imposed Rs 10k....
