Can we file return of AY 18-19 now

No, can't file now...
As time limit to file Income tax return for A.Y 2018-19 is already passed..

But client has tds amount of Rs.28000 ,is that lapse

If there is refund, after adjusting the tax liability, if any..than you can make applicable to commissioner of Income tax for condonation of delay along with reason for non filing u/s 119(2)(b) of the Income-tax Act, 1961....
After approval from Commisioner you can file your return online u/s 119(2)(b) for A Y 2018-19
