As I understand, input service credit relating to exemption period cannot be availed after crossing the limit.
Cenvat credit relating to services received prior to the date on which Rs. 10 lakhs threshold limit was crossed can not be availed.
Please refer the condition number (iv) mentioned in Notification 33/2012.
