Auction of scraps by govt.deptt.

Dear Expeert, One more querry URD purchase scrap item applicable RCM OR NOT

Auctioner sets terms for payment  (and of course Security advance for taking part in auction) for the final bidder.

Now-a-days it has to be paid  online within specified time period.

GST will be levied by seller, (or auctioner), purchaser may be RD or URD. So, question of RCM doesn't apply.
