I want to raise a invoice on 17th March 2012 for the services rendered before 15/03/2012. what is the service Tax rate I should use?

The rate was reduced from 12 to 10 in the year 2009 vide notification No.No. 8/2009 – Service Tax, dated the 24.02.2009.
Now with Notification No : 2/2012 - S.T. Dated : 17/03/2012 that exemption is withdrawn. However the effective date of such notification is 01.04.2012. Hence bills made on or after 1.04.12 should be made with 12.36%
