is transfer allowed once on mutual concent without giving any reason plzz help

Yes, one time transfer is allowed. It will surely require mutual consent between principal and the article trainee.

Please see page 4 of Students Newsletter - September 2009.
In the President's message, subheading Transfer of Articleship, it has been mentioned that -
"....However, considering the hardships experienced by students one time amnesty has been granted now, to the students and all pending cases of transfer/termination of articles as on July 11 are being cleared."

Krunal: As is clear from the excerpt you posted, transfers are being granted only to those students who had submitted their application prior to July 11.
I have been informed by a CA firm partner that transfers are now happening normally as before. But for face-saving reasons, the ICAI will not publish this officially.
