Transfer In 2nd and 3rd year is little difficult in compared to 1st year.
To take transfer in such 2nd year you fall under institute norms.

Now if you fall on such provision, then just download. form 109 filled it up and submit once to institute than your existing principal, 3rd for your ref.

It is true that taking transfer after 1 year of articleship is a bit difficult task as institute awards transfer for specified reasons and genuine cases only. Decision is taken on case to case basis. If you have genuine reasons they can allow you to take transfer. However, for this purpose first you have to take permission form institute via letter addressed to them along with the NOC letter from the principal. It usually takes 1-1.5 month to get their reply accepting or rejecting your case. So, wait for few more days.
