Articleship transfer

I am in first year of articleship and wish to take transfer from my current firm as I am not satisfied with the work here. Right now I am not doing any work which will suffer in case i leave the firm.But my principal is not allowing me to take transfer. He has put a condition that he will sign form 109 only if I return him the stipend he has paid me till date... I have completed 11months of articleship.. Please help..
