Transfers are allowed but appropriate reason is must for it. Is it true? Merely submitting 109 by mutual consent is not enough?

As long as your principal is agreeable to give you transfer, that is, if you can convince your trainer to give you transfer, there should not be any objection from the Institute.

Institute asks nothing if transfer is taken with mutual consent. I myself have taken tranfer. You just have to submit form 109.
