You cannot get termination until the employer signs Form 109. Permission from the council is just a pre-requisite.

yes you can get the termination from articleship tarining from the current principal uptil his signature on form 109.
and if he is not willing to sign your form, after getting permission from institute (as u already taken), you can resolve your query with the help of institute, as no principal can bound an article to get transfer.
only in the cases, if the reason of transfer is moral trapitude or late payment of stiphend etc.
