You can try to mail to other e-mail id of members above. First try to mail from lower level members like Committee Members, then Secretary, VIce-chairman, Chairman etc. Give them few days to reply you back before mailing others. Meanwhile, you ask the help of e-sahaayata in icai site whether they can give some more details on singapore branch contacts.
