Architect service gst

Architect registered under U.P. and providing architecture & consultancy to project located in Haryana, and architecture not registered under haryana whether he can provide services under haryana without registered under gst?

Yes, he can supply interstate service from his registered place at UP, by charging IGST......

but I read somewhere that in case of immovable property place of supply and location of services provided will be in that place where that particular project is located.

We are a bangalore based company and have taken a works contract in bangalore.

Our customers GST Registration number is Orissa Based and I have to do the billing for Orissa address but I am doing the work for there bangalore office.

In this scenario I have to charge my customer IGST (18%) or SGST+CGST (9%+9%)

And also can i claim input credit on materials purchased in Bangalore if I charge IGST.
