Please advise me that these 60days should be counted from which date i.e. from Board meeting resolution OR approval in the Annual general meeting??

It will be from effective date of 'appointment'. Date of Board resolution or members resolution is not relevant.

Yes it will be counted from the date of appointment and no relevance with meeting date.
