Is TDS should be deducted, when payment is made by a book seller to book fair society for participating in book exhibition

No....it will not be covered in any section

if its merely a participation fee, then no tax will be deduted at source. However, if the payment made for using space, then applicability of Section 194 I will have to be checked.

no, tds provisions is not applicable in that kind of transactions
