Please clarify :
A- is the manufacturer . he gives some job work to B
B again gives some job to C.
Then, whether C has to charge service tax in the labour bill
raised to B or whether ser.tax exempted since the
product is part of manufacture.

As B is not paying Excise duty on the final product, C requires to charge ST to B. Under ST, exemption would be availlable only for B
