Applicability of FBT on Inaugration expenses

Please tell me whether FBT is applicable on the expenses relating to inaugration of an office of a company. A company has shifted its office from Delhi to Gurgaon and incurred expenses on inaugration of new office.

If FBT is applicable then under which clause.
