IN CASE OF FIRST APPEAL ...IT WILL BE FILED TO COMMISSIONER APPEALS U/S 246A IN FORM 35 ONLINE..

Login to Income tax portal ---> e-file--- >Prepare and submit online form (other than ITR)---> fill PAN, Choose the Form No. 35, Select Assessee year -----> Fill the appeal details etc.

Good Luck. But be careful with the Grounds of appeal before filing appeal.
